City of Red Lodge funding sources clarified

Recently, representatives from City of Red Lodge and the Red Lodge Police Department attended a seminar given by the U. S. Department of Justice detailing the government’s Equitable Sharing Program.
The Equitable Sharing Program awards an equitable share of proceeds to law enforcement agencies based on the agency’s participation in an investigation that results in arrest and forfeiture of a federally seized assets (such as illegal drugs or cash). The goal of the program is to deter crime, weaken criminal enterprises and enhance cooperation among Federal, State and local law enforcement agencies.
The benefit to the RLPD and City of Red Lodge is that the equitable share of proceeds provides valuable resources to the department without burdening taxpayer dollars. Funds received through the Equitable Sharing Program must be used by the RLPD for law enforcement purposes only and are not allowed to be placed into the City’s general fund, replace the RLPD’s budget or replace normally budgeted expenses for the RLPD. Funds received from the Equitable Sharing Program are to be maintained by the local municipality and placed in a separate account for use by law enforcement only. Spending of the Equitable Share funds is supervised by the Department of Justice and not the city or state.
The DOJ representatives clarified that the Equitable Sharing Program is different and separate from the Drug Forfeiture Fund. The Drug Forfeiture Fund is comprised of fees paid by defendants for violation of state drug laws. Drug Forfeiture Funds must be used according to state law for drug enforcement and anti-drug educational programs only.
