Red Lodge City Matters

1) Red Lodge City Council Dec. 26 meeting is cancelled.
2) Council discussed Interlocal with the County for the Crime Victims Advocate/Supreme Court Decision. Carbon County Attorney Alex Nixon spoke to the council about how this would be funded, “looking at a formula for proportional contribution.” There would be a “split between agencies using the services, costs would rise” but it would be “helpful to law enforcement.”
3) City pool discussed, three options provided; a) to fix the pool, b) build a new pool at the site or c) build a multiuse sports complex at Coal Miner’s Park. “Some heavy decisions to make,” said Cory Thompson of Public Works.
4) Auditor Selection: City approve Audit contract with Olness and Associates, PC, for 3 years for $22,000 per year.
5) Drug and Alcohol Policy: Maryvette Labrie said there is no policy on this and they are necessary. Required by law that any employee who holds a commercial driver’s license can be randomly tested for drugs and alcohol. Also covers other employees.
6) Union Agreement: Public Works: Council approved Collective Bargaining Agreement between City and Red Lodge Employees Local No. 3526 with amendments. City will pay for a portion of employees vision and dental insurance and double clothing allowance to $500 per year and will increase annually by the same percentage determined under the cost of living raise.
7) Resolution No. 3453 Sewer Force Main Bond, Approved.
8) County Fairground De-Annexation: Lot of discussion about how to deal with the narrow one lane road that runs along the fairgrounds. Suggestions were made to widen the road, create a detached trail or pathway to the east of the road. County Commissioners believe the City need to have that road surveyed as part of this process and have asked the City if it is willing to participate financially in the survey cost. Council agreed there is not sufficient support to provide any change in the budget to provide funds for that survey.
9) Ordinance Camping 911. Public Hearing 1st: Lots of discussion. Diane Dimich commented, “We don’t allow a business to have a campground within the city limits per the codes and if they are not going to allow a business to run, how can they do it for free?” Susan Davidson, Owner of KOA Kampgound asked how the city would monitor the time people stay and what about the trash issue. KOA is set up 24 hours and set up to take campers. The issue will go back to committee.
10) Bond Counsel for the golf course repaving project: Dave Stauffer, Administrative Assistant to the Mayor, said the Council approved the RFP to be sent out seeking Bond Counsel for the golf course repaving project at the Oct. 10 meeting. He said they have received responses from Dorsey & Whitney and Jackson, Murdo & Grant.
Mayor recommended Dorsey & Whitney, Missoula, for Bond Counsel for the proposed streets improvement SID at the golf course. Council approved.
