Checks and Balances Needed

The water and sewer systems are funded entirely by fees paid by the users. Since the Red Lodge water and sewer rates went into effect, City government has more than doubled the number of months that the Community Develop- ment Director’s salary was posted to those accounts from 4 months to 9 months last year. This year the City Attorney's salary is posted to the water/sewer accounts for 6 months, in the past, the city attorney salary has only come from the General Fund's account. In 2015 when discussing the increase in water and sewer rates Mike Schoenike, then Council President, was quoted as saying, “The capital infrastructure that is required to run both our water and waste water system is substantial and has been neglected for some time. And we would be remiss if we didn't address those issues” CCNews 1/14/15 How does paying a Community Development Director and City Attorney address the issues of the neglected infrastructure? Is it adequate, fair, and just to use the water and sewer rate increases to fund salaries that his- torically had been posted to the General Fund? Mayor Schoenike stated in May of this year,“I believe that we need to put systems in place to ensure that both the Mayor and the Council have the checks and balances required to hold the other accountable.” CCNews 5/4/17 I believe that the Mayor and City Council have an obligation to the citizens of Red Lodge to work on the basic needs of the residents of Red Lodge and to spend the public’s money on the intended purpose. The water and sewer rate increases were never intended to pay for the Community Development Director or the City Attor- ney. When will the checks and balances to be put into place? Sincerely,
